一、服务性质与责任边界
- 本服务为 BitTorrent HTTP tracker，功能限于维护 infohash 索引，并为同一 infohash 的客户端协调连接。
- 本服务不存储、不托管、不传输任何受版权保护的内容文件，亦不持有任何种子文件。
- 本服务无法由 infohash 推知其指向的具体内容，亦不对 infohash 所指内容进行识别、审核或验证。
- 基于上述性质，本报告中的"处理"，指将该 infohash 自本服务的索引与连接协调范围内移除。

五、受理与处理程序
- 受理：通过本页第七节所列联系方式接收通知。
- 核验：核对 infohash 是否为合法的 40 位十六进制值，通知是否载明可识别的作品名称及权利方或代理方。
- 屏蔽：将核验通过的 infohash 加入本服务黑名单。自加入之时起，针对该 infohash 的 announce 请求返回失败响应，scrape 结果中不再包含该 infohash。
- 留档：记录 Notice ID、接收日期、infohash 及处理时间。
外部复核方式：针对已屏蔽的 infohash，announce 请求返回 d14:failure reason22:torrent is blacklistede，scrape 请求返回的 files 为空字典。
六、处理界限
- 本服务不向任何第三方提供用户数据。
- 本服务不实施内容预过滤，亦不对未收到有效通知的内容主动移除。
- 对批量生成、自动化发送或无法核验的通知，本服务不扩大处理范围。
- 对同一 Notice ID 的重复通知，本服务不再重复处理，已作出的处理结果不因此变更。
